All 64 existing Ardal League (Tier 3) clubs have applied for a Tier 3 Licence as well as 22 Tier 4 clubs. 

As it has been confirmed that the Tier 3 Leagues will not take place this season, there will be no traditional promotion / relegation, however, all existing member clubs will still need to achieve a Tier 3 Licence in order to maintain their status at Tier 3 for the 2021 / 22 season. Failure to do so will mean relegation to Tier 4.

If this is the case, a Tier 4 club would be eligible to apply for the vacancy at Tier 3 via FAW Pyramid Regulation 4 (d). Any such applications must be received by 1 June and must detail; the reason for the application, the proposed playing name, a description of the ground, the management structure of the club and any other evidence the clubs feels necessary which will support their application. Whether or not said club hold a Tier 3 Licence would also be considered. Each application is assessed by the Directors of the FAW who have the discretionary powers to grant or refuse the application.

DECISION MAKING BODIES

Six Panels, made up of independent experts, meet to assess each club’s application.

The six Panels cover UEFA & Tier 1 (First Instance & Appeals Body), Tier 2 (First Instance & Appeals Body) and Tier 3 (First Instance & Appeals Body). The Panels meet during April and May.

Panel members cover a range of skills & expertise and include; senior lawyers & other legal experts, chartered accountants, UEFA stadium inspectors & consultants and former international footballers.

The First Instance Bodies and the Appeals Bodies must be independent of each other. The First Instance Bodies decide on whether a Licence should be granted to an applicant club on the basis of the documents provided by the submission deadline or, whether the Licence should be withdrawn.

The Appeals Bodies decide on appeals submitted in writing and make a final decision on whether the Licence should be granted or withdrawn.
